A traditional doll made of white paper or cloth commontly hanging outside the windows to bring good weather or rain if it's hanging upside down.
This Japanese term (てるてる坊主 or 照る照る坊主) means "shine shine monk"
For example, children would make it the day before a picnic often.
We would need to make a bounch of them to bring nice weather on weekends!
